Can the ISRC be changed?

No,

If you have already published your track before it would need to be the same as the original release. 

If the ISRC is incorrect and needs to be changed we can make the changes if the release has not yet been published. Once the release has been published we would need to takedown the release and have it duplicated with a new UPC/EAN code with all the correct ISRCs and metadata.
